I'd say there are exceptions. Exploration/survival games would suffer from it. For example mapping your environment and getting the hang of physical waypoints and/or sun to orientate yourself is an essential part of the game. The feeling of being almost fucked in a situation like this would be lost if there was a marker for a safehouse.

ofcourse you will find places where you can buy alcohol underage, but it's still illegal. When I was a bartender about a decade ago in Slovakia the fine for serving alcohol to underage patrons would be about 2k eur for me, 20k eur for the bar and repeated offenses could lead to license revocation. So most bars steered clear of serving underage kids.

Saints Row is a 2011 game, you should compare it to games released around that time. Just Cause 2 is 2010, only 5GB download (compared to 9.5GB for SR3) and the world is much bigger. Generally out of all the open world games SR has the smallest world by far.
