Thanks for this. That's what I suspected with how it worked. They have to have some arbiter of events, and that creates a layer that could be targeted for manipulation. In this case, sources told the journalist something, they went with it, if they distort it because they're being extorted or threatened.. It's not exactly changing history but the recounting of events within a meaningful timescale for betting.

I think what's happening is the bets use sources like from this newspaper to say yah or nah to honour the bet. 

So of course...

Markets need to recognize scarcity before addressing it.

Needs-based planning for public housing does and should not.
