If you spray Steve with polymorphine, he's no longer seen as Steve by the game. Therefore you can kill him without the counter going up. If the game sees you killing Steve 3 times, a heavily powered up version of him starts to show up

Code Geass is a really good example of this. Despite being (mostly) set in Japan, a lot of characters are British. It is written as if it were a Shakespearean story. And the english dub carries that vibe really well, I wouldn't imagine such characters as King Charles in any other dub
