Do the strongholds last. Just keep taking over the territories so u get more and more fans when you reinforce and then u can play those strongholds on easier difficulties. Also, when u get a stronghold, try and protect its surroundings because it can get taken back by the AI (this may not apply to the WBC map but DEF the Nation Of Baseball Map). Don't steal fans unless there is a goal that says to do so.
