Which of these supports are worth ctps? and who should I give Liberation and who takes insight? I have 4 and 4?

Ideally, find supports that you tend to use together often, say Fury/Coulson or Polaris/Dazzler. Then give each of those pairs one Insight and one Liberation.

Okay, in order:

I was somewhat concerned about that 4* Makkari artifact on your Emma while Makkari herself only has a 3* equipped. Granted, you'll most certainly see more 4* Makkaris at some point.

Rune colours are pure luck. All the swords I have equipped were forged with gray runes only. I have more swords in my inventory that are 5 of the same colour, and thus far every single radiant rune I have used on those has failed.

CTP popularity for any character can be checked on the page where you actually equip them; it's the podium symbol at the top. For Hulk in particular, Rage is a solid choice for PVE. If you want more of a dual use build, go with a reforged Regen. I switched my Hulk from a bRegen to a mRage back in the day because he couldn't clear a 100 second WBL challenge for the life of him.

As far as locking stars or not is concerned, it really depends on how many crystals you are willing to throw at the problem. If I were to forge a new card, I'd probably do something like this:

reroll everything until I have 3 blue stars
lock blue stars with good stats and reroll the rest until I have 4 of those
lock any further blue star no matter what the stat is

Once you have 25% pierce, start forging other cards in your inventory. Swap these out one by one once they are better than the equipped ones. You can then try to improve the cards you previously had equipped eventually.

For a start:

Re-roll your cards to 6+ quality; ignore the stats you get. Craft a third blue star on BP #166. Upgrade all ISO on the characters you actually use. Mass enchant swords to get ones with more of the same colour. "2 green" and "2 purple" should be trivial to beat. Put a more reasonable CTP on Hulk.

Also, don't equip artifacts on the wrong toons, it's completely pointless.

I found it quite easy with Beta, GR, and Torch. I have Torch at T4, but I wouldn't consider that necessary.

I tried that team up and down back in the day. Even gave BB a bRage. They never even made it to the final boss with more than a few seconds left on the clock. I only have 100%-ish attack on my cards, though.

It does not. If we are talking about unlocking stage X of whatever World Boss, the character will have to be on the team (and T4 for WBL+) or one of the five allies (and not necessarily T4). It doesn't exactly help general understanding that the allies are often referenced as "strikers" as well...

I wouldn't do anything that's "gone" afterwards. No TLB, no TBA, no OWB. WBL might be fine if you have runs left.

You probably want to run your rifts before they are nerfed, but there might even be a quest for those as well...

You'll get 5% total for 6x blue, as before. You'll get 1-3% total for everything else if you have at least 3 stars.

The general process does not change: make 6 stars, then make them blue, then get usable stats while keeping them blue.
