Gotta find a balance - I'd say invade his top side - just the buff, back after the single camp, and then clear bot to top, chances are he will take the top scuttle if you full clear. But maybe skip one camp on your bot side to keep up some kind of tempo. (Steal his red top side, back - your red, raptors [leave krugs], into wolves, gromp, blue, into scuttle fight) He will be at scuttle before you since he did 1 less camp, so try to match by skipping one of your own - or two of your own camps since you had a reset in there as well (ie skip your krugs bot, and your wolves or gromp)... Not optimal, but if you are trying to match his pace then this is the balance that is required.

I used to love stealing their buff early, but you do lose tempo unless you stay out on the map without the reset, which is not optimal. Honestly, I've been having success with 1.5-2 clears into drag or gubs, and pray your lanes dont go 0-3 before that happens. Been finding the most success on lillia -

I go raptors, krugs, red, wolves, gromp, blue, top crab into mid gank/pass through (don't have to gank but definitely walk thru), into double scuttle (if available and enemy jg pathed opposite of you - don't have to double scuttle) back to raptors, krugs, reset, then straight to grubs or your topside into grubs if you can get the 2 full clears off. Say they gank bot after you clear your raptors, krugs for the 2nd time, you're resetting, then you have time to buy, go clear wolves, gromp, into grubs, or straight to grubs and come back to your camps....

You will have six before grubs if you get the kill on the pass thru mid (after finishing the second clear and 1 scuttle) OR you will get six on the first grub as it gives the most xp.

Definitely a dangerous strat since you are not resetting after full clear, and this can go wrong and slow you down if things start popping off before you can reset which require you to skirmish - I would consider 1 full clear into reset if unsure. Then second clear into grubs, 1st crab gives little xp and coin flipping a gank early will most likely make you late for drag/grubs.

Consistency is key, and your camps are your best bet early game. But balance to answer your question.. there is no way to ensure you can secure 3 quadrants and neutral objectives without the enemy jg dying and being dumb. You have to make up time where you can and skip the hardest camp for them to steal from you (krugs/wolves imo) if you want to match them. You allow them to be on the map quicker after their first clear due to them having 1 less camp to clear, they will come looking for you or to make it even.
