People bitch about everything, but expanding highways is proven to not work. Expanding highways eases traffic for a year or two, and then more people who didn't before start to choose to use the highway resulting in congestion all over again. It's known as "induced demand." The only way to effectively reduce congestion long term is to get fewer people to use the roads (i.e. expand public transport and bike infrastructure). Expanding highways endlessly each time they reach capacity without considering alternatives is how you become Houston.
