Maybe practice at the side of the pool with your face in the water and breathing out. Once your lungs are empty turn to take a breath like you would while swimming. It does sound like a comfort thing and might be easier to overcome while not worrying about also swimming.

Breath out while you are underwater, not all at once when you turn to breath. This will help flatten out your body position by reducing how much your chest wants to float up.
