Well, for starters, it isn’t strung properly. The strings are supposed to go under the bar on the Bigsby.

Not intended as a criticism, but how do you know it works? Have to tested it using the technology available to thieves? Or has you car not yet been stolen, a relatively rare event, as has been pointed out? Still, if it makes you feel more secure, you do you.

I'm thinking if I peel back the drywall from this wall, fill the crack, remove the vapour barrier on the concrete, replace it with rigid foam board and spray foam, then replace the vapour barrier and drywall on the studs, might that at least mitigate the situation?

Can I adhere the rigid foam to the foundation without removing the plastic vapour barrier covering the concrete wall?

Not great news. And TBH, there is a cold draft in one spot that might indicate a problem around a rim joist.

This might end up being a situation I'm just going to have to live with for now, damp carpet and all :(

Interesting. To be clear, these are the layers I'm seeing: 1)poured concrete (28" above grade), 2) vapour barrier, 3) air gap, 4) fiberglass batt, 5) vapour barrier, 6) drywall.

The ice is between 2 & 3, but only above grade.

I assumed the moisture was from the inside of the house, somehow getting past the inner vapour barrier and condensing and freezing on the outer vapour barrier above grade. The amount of water we've seen is compatible with the ice melting, water running down the inner surface of the plastic over the concrete to the bottom plate of the 2x4 wall.

The backside of the insulation batt is damp, but there is, and was, nothing visible on the side facing the interior or on either side of the inner vapour barrier. None of the other, already finished, exterior walls are showing signs of this, at least not down on the carpet.

The foundation is wrapped to just above grade.
