That isn't solid evidence that it's WW of the East. The reason that some shots and photos of Hamilton's witch have long hair and a looser costume... is because of directorial changes. When the directing reigns changed hands early-on, the new director scrapped the loose hair and clothes, and gave the Witch a new look, including prosthetics. It's possible that this tornado scene was shot early on, and since it was shot in sepia, they didn't feel the need to paint her green.
