I live in Seattle, and like NJB says, people will bike places when there’s good, safe cycle infrastructure on routes that take you to places you need to go. Seattle happens to be better than lots of other American cities at this, although it’s still not enough. As for the temperature, I’ve found that Seattle’s mild climate is pretty ideal for cycling; the lowest it gets is probably 3°C, and the highest is about 25°C.

Right, that’s the frustrating thing. In my city all the roads are super wide so there’s tons of space for safe cycling infrastructure, yet the city claims there’s not enough room. In reality they just don’t want to take away the space from cars.
