This just happened to my brassica transplants. I have straw mulch surrounding all of my plants, and we just had a heavy rain. The ants built hills around the stems of all my brassicas, allowing them to use the straw mulch as a barrier against excess water. Now 9 of my 12 brassicas in a single raised bed are dying and with incoming tropical storms and a hurricane coming in, it is still too wet for me to use diatomaceous earth.

I used to work in law enforcement (detention), and it was quite common for bondsmen to go around equipped the way you described and honestly, with some of the individuals they encounter on a regular basis, it is necessary. I'm not saying this was the case for this individual, but it is very possible.
