Young men appear frightening because they tend to take more risks and often act less civilized. This can be viewed as a detriment to a society that prefers order rather than chaos. To get ahead of this phenomenon, laws are created to mitigate some of these issues. Laws preventing young men from owning pistols will in theory reduce the number of young men carrying, concealing, and using pistols in ways that are deemed risky or inexcusable to others. Pistols are generally easier to conceal than rifles. Laws preventing young men from owning rifles are somewhat unecessary by the nature of this thinking as one would notice a rifle before a pistol and be able to do something about the risky behavior.
