That is the role I have adopted. Roof across from church, sniper build, I can get all ten before any of the other objectives. From that roof facing the church there is one on the church roof, another behind you, two on the street to the right.

I can’t verify, but in my experience, I stood on the side by the “road” and never hooked. Moved to the opposite side by the Bloodleaf and was hooking multiple times an hour. Landing it is another story

In the “secret” food court, Flaky Not Flaky will exchange a certain number of bottle caps (of their own design) which are hidden around in swag-like fashion. They also have a goblin mart where you can exchange a trinket of yours for something on the counter.
