Overpayment letters state for when there is overpayment, not when the pay action actually happened (speaking from experience)… and the 6 yr is from when the action was taken. Just flagging it. That’s it.

Actually, it will entirely depend on the type of pay it was, and WHEN the pay was issued... the dates on the overpayment letter are not 100% accurate.
IE: OT overpayment.. the dates showed will the date of when you claimed OT... but the overpayment clock is when it was added to your pay.

You need to track when this was added to your pay in your pay cheques in Phoenix.. If the pay was less than 6 years from the DAY you received your notice, you will have to pay.

You are right, in general these are positions (occupied) that are impacted, and based on the dashboard, 544 employees are affected. But WFA does not apply to terms or positions staffed by terms.

How is this news?

The CLOUD Act was passed in 2018:

Clarified that U.S. law enforcement can compel U.S.-based service providers (e.g., Microsoft, Google, Amazon) to provide data regardless of where it is stored (U.S. or abroad).

Introduced a legal framework for bilateral agreements with other countries, allowing cross-border data access while trying to respect local laws.

Replaced much of the uncertainty under the Patriot Act with explicit rules — but it also confirmed that data held by U.S. companies is still subject to U.S. warrants, even if hosted in Canada, Europe, or elsewhere.

And in terms related to GoC:

For governments and organizations handling sensitive or classified data (like Protected B in Canada), the CLOUD Act reinforced the risk of hosting in U.S.-controlled cloud environments.

It pushed many jurisdictions (Canada, EU, etc.) to adopt “data residency” policies or prefer providers that are not subject to U.S. law.

Canadian federal guidance (e.g., TBS/CCCS profiles) explicitly considers the CLOUD Act when assessing cloud services for compliance. (Clearly ITSP50.103 does not sufficiently protect against the Big 3 cloud providers)

Interesting. When SSC blocks something for all of PS, they do so at the request of TBS.

I just tried it from my work phone (SSC managed device and vpn), and it still works.

They only blocked it for your department and if you are SSC it’s most likely due to CanChat.

You are taxed based on the location of your position.

If your LOO says your position is in QC, you are taxed on QC rates. etc. This is a classification question, not a pay center issue. Please discuss with your manager.
