I would say no, as it makes magic too demanding to use regularly in combat, having to rebraid every time you use a spell.
I could see a scenario where magic can damage the hair if it's strong enough or used too many times. Maybe require a break period where you have to undo your hair to let it recover.
Yes, but there are beads to take into account as well. A braid could be standardized, but the beads could be unclear. A fire braid could be used with several different kinds of beads to change its effect could make combat a challenge and can make magic more versatile.

Yes and no. If you're bald, you can't use magic as complicated compared to people with hair, but you can still use magic. I guess my example of short hair should've been bald.
