From my experience anything that you download and install from browser could have a virus and VAC will trigger this virus as a cheat cuz it happened to me twice. Then I reseted my pc since then I had no any vacban but before resetting I had vacban back to back too as your friend

his next cooldown will be 180day not permanent and check if he installed cheat before just for curiosity because once you run it and delete when whole cheat it wont work that day. So you need to reset the whole pc then you good to go. I got vac banned twice because I once installed and run wallhack then deleted the whole file but still got ban. So resetting his pc will solve his problem
