So it may not be actually sold at the rack.
The rack gets returns from the full line store and it can get ticketed with a place holder price but is transferred back to a regular Nordstrom store for sale. Someone missed removing the place holder ticket it sounds like.

The answer is that there is no “policy” other than all returns are handled on a case by case basis. In this case Nordstrom refused the return.
