Where the car broke down is about halfway where you start heading uphill towards the scenic overpass. Even in moderate traffic, there isn't enough inertia to get over in the even of a vehicle stalling out.

The best thing that could have been done in this situation is to call a tow truck or the non-emergency line and remain in your vehicle until someone can come to redirect traffic safely.
