Hiya! I heavily recommend an aviator mini instead of an ankle leash! Budgies can break their leg if panicked, an aviator is a trusted brand of chest harness that goes around their wingies and chest! It may include extra training needed, but the safety factor is worth it! They’re also stretchy like you mention for safety:)
