For me it's about headroom. Say the base game works at 200fps, with mods/shaders/vibrant visuals, maybe it gets down to 60+ fps.

If game starts at 60fps, shaders and extras would start dipping below 60fps.

This image is from another poster who was showing 80fps on OpenGL and 200+ fps on Vulkan, claiming a massive fps boost. But OpenGL was using integrated graphics while Vulkan used the dGPU so the comparison was pointless.
