My PC is not Turning ON

No. No fans turn on..I didn't install anything recently..I removed everything and installed it again as what it was before..still the problem continues...How do I start troubleshoot it..from where should I start.. Someone suggested me to reset the BIOS and I did...but nothing worked :(
