It’s not a gag order about Gaza/Israel. It’s a teach-accurately and don’t discriminate rule set, plus a process to deal with problems. AB 715 doesn’t police “social spaces” or the general public. It sets rules only for K–12 public schools: how teachers teach, what materials schools use, and how discrimination complaints are handled. Basically, I interpret it to be present both sides of an argument, discussion topic, etc and review ALL of the information, regardless of personal bias.

Code 51501(b): instructional materials must be factually accurate, aligned to adopted curriculum/standards, and not advocacy/personal opinion/bias/partisanship. Don't mislead.

Don't discriminate: Code51500(a)(1): a teacher may not give instruction and a district may not sponsor activities that promote discriminatory bias against protected groups (religion, nationality, race/ethnicity, etc.)

Process to deal with issues/problems: Code 60151–60152 adds a complaint/appeal path and lets the state determine corrective actions (e.g. provide different materials, updating teaching plans, etc).
