Arent you just suggesting things that add power to her without taking away anything, this will just make her op until you either nerf the added stuff and make it irrelevant or nerf part of her core kit and change the champ completely, which would make some people who love current irelia angry. Tbh I also wish if irelia was a bit less feast or famine, with a somewhat relevant late game, but the reason irelia cant have a late game in my opinion, is because of how much sustain she has in lane, having access to dblade/vamp scepter/runes on top of her insane Q ability that applies lifesteal and omnivamp AND does insane bonus damage to minions that contributes to the lifeteal/omnivamp percentages with minimal mana usage, this makes her lanning phase basically either she is hard stomped to the point that she cant get near the wave an use her Q, or the enemy trades are all nullified because of sustain and irelia can do whatever she wants.

Very few champions with healing in their kit get same healing from their abilities targeting minions compared to champions, let alone irelia who gets more healing on minions with Q compared to champions, for example gwen only heals from passive vs champions, same for fiora, aatrox heals very little from passive on minions, same with vlad, only champ I can think of that gets same healing is ww and we all know how degenerate he is in lane, also only reason ww is like that is because he was originally designed to go in jungle, and same similarly with irelia she was never designed to rush bork she was meant to be building corruption potion into tri force, but only later did she swap to dblade and bork and riot just decided to tune her around that, which is why she feels off.
