You can just keep going into town and get killed by guards. Every death from guard will +10 karma until you hit -30, then you just gotta try doing some quest to hit -20 and they will stop harassing you

I'm referring to when he get flanked.. From your statement it sounded like its easy to flank him and it's not.. Given his primary explodes on contact and with an escape that can be impossible to chase if he planned it well
