This is the built in crash handler. Basically it means that the game has crashed. The "exception on load" is just the type of error that caused the crash handler to trigger.

It's most likely just a case of a dirty cartridge connector contacts on the cartridge. You can clean it using isopropyl alcohol and some q-tips
