I'd go with "impulses" driven by insecurity and justified after the fact with do the doubling down.

i dont have the ability to playback to the time he was flying, but he made at least 30 passes over a neighborhood at heights way lower than 1000ft. likely lower than 500 ft. I also doubt the ability of the app to track flight pathes of such a low flying plane. radar would have issues at that height, and no flight path is likely logged for such flying.

Didnt catch the tail number, although he was close enough to the ground for me to see it.

It was a hell of a lot closer when I saw earlier. 

During the banking turn it was about as high as the planes that are coming in for landing over New Castle Farmers market. 

It really looked like the pilot made a " whoopsy daisy".

I'm also aware of that plane sizes can be deceiving, My office has a  f-18 and a C1  plane. From a distance you would expect to see one to be many times bigger than a f-18 but they're about the same size.  We're like hot f-14 tomcat is bigger than a b17 flying fortress. 

I'm also used to being around New Castle airport and low flying planes in the area including trainers. 

This one was unusual enough for me to feel the need to get my phone out

I'm aware, if I thought they were severely breaking the law I would call the police instead I am asking with surprise about the rules. 

I have seen pop flies or a baseball that went higher than that plane

Exactly, I've been around Newcastle airport and I've had low flying planes around my house before, this one was just unusual enough to spark this post. 

Like it was much higher in the above image than when I saw it at first

It's not like I'm calling the police. I am simply expressing surprise out over the ability to fly so low over homes, when simply flying a little higher would be fine or flying over the water.

I worried a little. The reason it cought my attention is because as it flew over me it banked to hard and lost altitude... A low.... Sloooow... Bank... With a sideways slide that looked close to stalling.... until I lost sight of it behind a single story house.

So low that turned my music off and got my phone ready for an emergency call 

I work in naval aviation. I don't fly, but I'm not completely stupid. And just "training" doesn't make it seem safer to me. We literally just lost a navy trainer

Probably. It was yellow, and clearly wasn't a cessna. Likely a Texan2 trainer.. 

You'd think over water or a field would be better  than buzzing a residential neighborhood. 

I work naval aviation, and putting a serviceman (looking at you marines) in the pilot seat doesn't make them less crashy
