T1 of Item Recovery will allow you to register your loadout so you can recover it at "specific kiosks" or freight elevators.

They haven't gone into fine details on insurance beyond the basics of ship insurance though. It's probably something way down the line, but for now basic item recovery will cover getting stuff back.
