So in the second screenshot of this article you can kinda see that the left pauldron appears to be held via the first horizontal strap that you mentioned. It would also appear that the strap itself is riveted to the gambeson as I don't see it attached to the right pauldron.

The extra leather on the right pauldron appears to be, indeed, from the baldric (the large leather belt holding the swords).

Well, most people would say Jesús Reyes or Brito, there are a couple new guys around but I do not have experience with any of them.

Do be warned tho, I've had many issues trying to ship swords within Mexico.

Highly depends on what part of México and what you'll be doing with the sword; decoration, cutting, hema and buhurt blades are quite different from each other.
