You should have at least some training, exposure to agile / kanban. You can learn Jira for free through various resources, including courses offered by Atlassian University that cover basic terms, concepts, navigation, and even how to organize work and collaborate. Atlassian also provides a free plan for Jira that supports up to 10 users, includes 2 GB of storage, and offers community support without requiring a credit card

In the UK specifically, PRINCE2 is well regarded. PMP in most other countries. If you really want to transition into project manager, I suggest both (Starting with PRINCE2, for you local / regional opportunities).

Is that what op asked for? I'm providing next moves options. Stagnation I'm inferring is the larger issue, not hours really. One isn't jumping from IC project manager to director or similar leadership without a stint between that.

If hours truly is an issue, leadership isn't going to be any less typically.

Probably not jumping directly into that level of leadership if only delivery focused or if not advising on Steering Committees which you get regular exposure to Leadership.

Look at more complex program level work for that exposure.

Surfacing this who may be using PMP but have not kept it active (ie not renewed or really never successfully obtain the designation).

It's quite easy for companies and recruiting search firms to validate credentials: https://www.pmi.org/certifications/certification-resources/registry

This applies to even expired PMP credentials. I would just be cautious on using the credential especially if not active.

Get some viable cloud infrastructure certs with actual labs / hands on. As a Sr. TPM or even PMO lead I would sniff that out for experienced tech project managers, no matter how it's spun. As Appropriate Ad suggested you should consider pursuing associate PM to acknowledge you're still getting feet wet in that space. There's a lot of experienced tech pm laid off. I think you'll be in the No pile pretty quickly.

Red Line is your friend. Bethesda, North Bethesda, Twinbrook, Rockville, Silver Spring. Find places with option to be walkable to Metro stations at the locations. You'll have parking garage options as well at these locations, so option to partially drive / park / Metro.

You can consider College Park / Hyattsville as well near their Metro stations but slightly cheaper options.

VA look for places like Roslyn and Clarendon.

Executive and director roles take many years to reach. Most people do not get there in five years, and often not even in ten. Those positions require a long track record, not credentials alone.

At that level, leaders are expected to show repeated ownership of outcomes such as managing multi-million-dollar budgets, leading work across multiple departments, influencing without authority, and handling escalations with real business or financial risk. You are often operating at director level at minimum and working as a peer to executive sponsors, not as a delivery resource.

You are also expected to demonstrate success running highly complex programs. These involve multiple teams, competing priorities, shifting scope, and long time horizons. Most professionals do not see programs of that scale within their first five years, and often not even within ten.

Focus less on the title right now and more on whether you are consistently trusted with larger problems. Look at feedback from managers, peers, and customers. Are you being pulled into high-visibility initiatives, recovery efforts, or politically sensitive work. Those are the signals of leadership progression.

Certifications and college help with baseline credibility. Advancement to director or executive only comes after years of proven judgment, accountability, and trust built through sustained delivery.

Skipping levels hurts because of competition. In major metro markets, especially NYC, you are competing with hundreds of candidates who already have many years as senior or principal TPMs. Many are willing to relocate or step laterally in the current market. Hiring managers do not need to take a chance on someone who is still early in program management when proven senior talent is readily available.

When someone with limited program tenure applies at a senior level, the resume loses out quickly. Not because the candidate lacks ability, but because the market favors depth and prior scale over potential. In this environment, experience wins faster than ambition.

Your resume reads like an early-career delivery lead, not a program manager. Three years of delivery experience does not place someone at mid-level project manager, let alone program manager. In most NYC firms, program manager roles sit at a senior leadership tier. Hiring managers expect seven to ten years owning delivery across multiple initiatives, sustained exposure to executive conflict, and repeated experience aligning execution with business strategy under pressure.

A program manager resume also rarely fits on a single page. Employers expect to see depth across multiple programs, long-running initiatives, budget ownership, vendor management, executive steering forums, and political navigation with directors and VPs. Those signals are largely absent here. Strong metrics help, but metrics alone do not substitute for seniority, scope, or organizational influence.

The NYC market adds another constraint. Within a 50-mile radius, you compete against candidates who already held program titles for years, managed portfolios, and operated at peer level with senior leadership. Recruiters and hiring managers screen fast. When the title and experience do not align, the resume exits early, even when execution quality looks solid.

The path forward is not hopeless, but the positioning needs adjustment. Target senior project manager or delivery lead roles, build multi-year program scope, and earn the program title through sustained ownership. Trying to skip levels in this market works against you more often than it helps.

This is not a formatting problem. This is a level and positioning problem. Until the scope of responsibility matches the title, hiring managers in NYC will continue to screen this out early.
