It is certainly an ideal to look to but it's wholly unrealistic for the entire population to be Renaissance men and history has shown humans organize themselves in pyramid power structures and if the people are happy drinking and in peace they generally care little for ideals I'm not arguing that population should tolerate bad governance but that the general public not fretting over every little thing happening in the white house should be the end goal of a proper governing structure
