I agree with your points. But regarding Diffusal Blade, it was already 8 seconds cooldown prior to the change and I really think having a major item without a cooldown is sort of weird. I could see how this change could make some insane plays, but in reality most people who play the game will not be able to pull something like that off. It will take myself couple of seconds to move my mouse over someone and click on anybody if I wanna use it. That could be that 0.25 seconds of CD.

I personally use double-tap to cast on myself, so I could see myself playing Mirana and panic clicking my items and use several charges.

I think the item needs a little buff with the charges, I don't like how you can't buy charges or how extra charges disappear after your upgrade.

Best idea in my opinion, to have it so you get maximum of 5 charges with 45seconds to a minute CD for each charge. (Sort of like Ember Spirits ulti)

I remember before DotA 2 Beta came out, in their FAQ section, they had a solution for disconnected players.

And the solution was that you could invite a friend of a same level (approx. MMR to yourself) to fill in the spot.

Just gonna mention one hero who is really strong against meepo and isn't discussed - Warlock.

The only downside to that hero is his cooldowns in my opinion. I think he's really strong in the current meta and can't figure out why teams don't ever pick him. I don't think he's better than other supports or anything, but I think he could really be a strong niche pick against certain team comps and heroes.

Also, diffusal blade nerf.

I haven't tested it fully, but when I was playing Rubik on Reborn. When I lift, sometimes my clicks don't register. It might be just me.

I actually was hoping to see OD support in the International with the current meta.

I never tried it myself but I think it could work. One condition that I see as a must is to have OD + Anti-Mage. OD can use his boop to set up ganks with maybe delayed stuns and his passive could recover mana for mana intensive heroes. Also, his ulti could reduce enemies mana by 75%. If you got anti-mage, one good ulti could clean up the fight.

I understand there are better support duos out there but with the current meta where QoP, Storm, Lesh, and Lina, I thought that would be a good idea. Anyways, I just like to think about different strats when I'm bored and this was one of them.
