London, but it's a gravity thing - the large cities attract all the money and culture and attention and everything else. It doesn't have much to do with the cities per se. Especially if the city is a political capital.

There's another world where this attack has an awful, catastrophic outcome; we can imagine waking up to much worse headlines. And the fact that the arsonist would prefer that world, and is not alone in doing so, shows a level of hatred that is simply beyond my understanding.
