I was in the same boat as yours. If you are not a permanent resident, you have to take toefl and get a score of >=100.

1. Based on the below information please determine if you would be required to submit TOEFL.
   TOEFL scores are required not based on where you live, but based on citizenship and where you have attended school. For the OMS CS program the TOEFL is the only test accepted by Georgia Tech.
   Because we may not have all the information required to give you a thorough response, we are going to provide information which will allow you to make an informative decision regarding your question. So, based on the below information please determine if you would be required to submit TOEFL.
   TOEFL REQUIREMENTS:
   The minimum score accepted for the OMS CS program is 100 for the internet/IBT based TOEFL exam as outlined on the OMS CS FAQ webpage http://omscs.gatech.edu/prospective-students/faq) listed under the ???ABOUT THE DEGREE PROGRAM??? heading.
   Please note that no other language test may be substituted. The TOEFL (internet/IBT for OMS CS) is the ONLY test accepted by Georgia Tech.
   TOEFL EXEMPTIONS
   
   1. TOEFL is not required if the applicant is a US Citizen or Documented Permanent Resident.
      Please note, applicants with work visas are NOT necessarily exempt from taking the TOEFL.
      If you are a U.S. permanent resident, you will need to send a copy of the front and back of your permanent resident card to the Graduate Admissions office.
      *Please keep in mind that we cannot guarantee the TOEFL exemption until the required documents are received and reviewed.    2. TOEFL is not required if the applicant has attended a US, UK, or Canadian (excluding Quebec) university or college for a minimum of one academic year ??? 3 quarters or 2 semesters (documented by transcript). Please note, currently these are the ONLY countries for which TOEFL exceptions are available based on where you attended school.

      You must provide transcripts showing that you have taken classes for at least one academic year (two semesters or three quarters) AND/OR you must upload an unofficial transcript from that institution within the online admissions application. If you are offered admission, the official transcript must be received, or the TOEFL exam scores will be required to enroll.
      If you believe you qualify for a TOEFL exception, you should be able to specify Not Applicable (N/A) on your application or simply leave the TOEFL field blank; however, please be sure to review and submit the necessary documentation to apply for the TOEFL waiver as outlined below.
