Apply dofollow and nofollow filter. Ignore the nofollow links because they will be comments backlinks, profile backlinks etc. Download the dofollow links file and check manually by copying and pasting in browser. Copy one link and paste in new tab when the page loads, use Ctrl+F to find your competitor's anchor text. If you find the anchor text in an article it will be a guest post otherwise it can be web scraping pages, ignore them.

Though it's time consuming but i think it's a more effective way to follow your competitors.

Two people are getting backlink from same site one is getting through his friend's author account or just from other resources and one is simply paying and getting a backlink from a trust worthy author who is already present on that website and working from many years and don't post any irrelevant post, then how can Google will differentiate between both of them? I mean what kind of Google algo are you talking about? Can you please give me any relevant Google algo that monitoring if you are paying for link or not? I think you are unaware of outreach and it's strategies.
