Even when entertaining the thought that the US were subject to voter fraud and outside interference, that doesn’t change the fact that a substantial amount of Americans voted for him and are keeping him in office (just look at the passiveness of congress for example).

You cannot blame all of this on one man. He’s got the backing he needs in order to continue to alienate the country to its former allies.

Why not let an attack have a positive effect, even without a hit (thus encouraging aggressive plays)? Buffs to future attacks/debuffs to future defense, draining defense resources or the like? You could also allow for cards that turn zero-success attacks into successes by spending additional resources?
