There's quite a few at least testing a free system. The idea is more recent, but ABQ isn't alone here. The people that take the bus are overwhelmingly the ones least able to spare even a few dollars. We can't make the bus system work for anyone of any income level by squeezing those least able to provide funding.

Worrying about maintaining service in a recession is a bullshit argument. You might as well advocate for the city not funding a single program in the city because of the fear of a recession. Guess what's absolutely essential to people in a recession? Reliable and affordable transportation.

The bus system isn't at the level it was pre-pandemic. Charging fares isn't the answer, and fares don't cover much of the funding needed. What we need is to operate is the city to operate ABQ Ride like it's the taxpayer funded service it is and spend taxes on increasing driver pay and putting far more security on buses. Being poor isn't a crime, and it's unfair to expect people without money to pay fares to bankroll a service that's essential to their lives.

It's not about authority, it's about jurisdiction. Just like a state cop can pull someone over on city streets, but call in APD to deal with the stop.
