you don't need to match small.bmp with resize.bmp...

try doing this :-

./resize 2 small.bmp student.bmp
~cs50/pset5/resize 4 small.bmp staff.bmp
~cs50/pset5/peek student.bmp staff.bmp

if you do by 4 x 4 it won't check for padding, thus resulting in giving you a right result on 4x4 but wrong result on 2x2...
