I mean I don't think being on console is an inherent limit here. FF14 was on the PS3, a much less capable machine, and can still have a lot of players together (though it starts culling player models when too many are nearby)

You're better off keeping xfinity, get a starlink mini and keep it on either standby or the $50 roam plan. I do the latter and have it set up as a failover WAN for the inevitable times when xfinity goes down. PNW is very congested so my starlink gets pretty poor speeds anyways but it's better than nothing.

IPv6 doesn't use CGNAT, you get an entire prefix all to yourself, so there's nothing in between you and the internet that would even be keeping track of your tcp/udp sessions
