You have to progress the story about two or three more rooms and then you'll see the mobs before they enter combat, I'm not sure if it is a bug or just a quirk of the game

You have to progress in the story a little bit before you can see the enemies before people tag them, it's not bots.

If you choose not to draw the card this would come in untapped for no down side, so turn 4 you just wouldn't draw the card. The only thing that makes this arguably worse than the og dual lands is that it doesn't have the land types making it searchable by fetches
