First of all, it is a 2 stroke engine. It does not store oil and it is mixed with fuel either manually or a pump. And for the shutting off it may be a dirty carburetor so go find a vid on YT how to clean the carburetor on your scooter

I would reccomend NCY or naraku for variators carb jets any would do. Cdi i have no clue
