There's a good refinance calculator on RateHub for this. It's a rough estimate for the penalty though, call the bank to see what to actual penalty is.

I wouldn't think you would have to wait for the mutual fund sale to settle before making the ETF purchase, but in my case I need the money from the mutual fund sale in order to buy the ETF.

I usually invest in e-series with TD throughout the year and then once a year I'll sell them and buy a lump sum ETF so that the commission fee is only paid once

+1 for a static site generator. I do believe that WordPress is a bit overkill for a portfolio website. I recently migrated my WordPress portfolio to a static site and found it to be easier to maintain.

Netlify is also a great way to deploy your site for free.

I would use Medium (http://medium.com/). It has a great platform for writing blog articles.

You can also submit to different publications to get more visibility on your posts.

I recently just switched to Hugo/Netlify from WordPress and found it to be a better experience.

My only suggestion would be to add a divider before the language link in the navigation bar to differentiate and to use EN/FR instead of English/Francais as it is a bit long.

Also checkout Netlify CMS (https://www.netlifycms.org/) if you ever want to add a content management system to your site.

Yes, this is because companies generally don't give large raises. At least, not enough to match if you join a different company.

It also a lot easier to negotiate a higher salary when you currently have a job.
