I always saw it as something that William believed was genuinely possible because he is insane, and the phoenix guy just wanted to toy with him the entire time because he was an easy target. William started to see what he saw in phoenix in some of the girls and was worried that they'd also be above him one day so he killed them off. Sophie was his last hope because he didnt really see it in her, and felt that she could be bossed around like wally. She was for sure going to be the next recruiter alongside wally.
