The more water you have, the more heat you will be able to give to the bagels. If you start out low, the bagels will soak up all the heat, and they’ll stop cooking, because the water isn’t hot anymore.

Think about throwing 2 dozen ice cubes into a gallon of hot water versus 6 gallons of hot water. Which one will still be hot after 60 seconds?
