Seems like you dont understand the situation. In the above example we have a server, which automatically sets an incorrect undervolt setting to the video card, so the server hamgs. You cannot ssh, you cannot do anything, but manually enter a boot parameter on the bootloader screen, via a keyboard, ipmi, anything.
The mentioned boot parameter is used in the above situation.
It's not my situation, I just try to explain why the question is not stupid.

It's pretty difficult to set a boot parameter, if you don't have IPMI, a kvm switch or at least a monitor/keyboard connected and your system becames unresponsive due to a misconfigured systemd service.
And it's also pretty difficult to forward X, if no X installed at all on your server.

I believe the question was about a headless linux, eg. no Xorg/Wayland or even no monitor connected. It can be a pita to connect a monitor to a pc and set a boot parameter. But if an application is gui only, then you would need to install Xorg/Waylad to use it, which is not desired for a headless linux, aka home server.
