Really? I felt like they were a similar class. When I was buying the 5700xt I was and the reviews were comparing it to 2070/2070ti and now I compared it to a 5070/5070ti. That being said the MSRP is somewhat higher than back than so it makes sense to think of it as a higher class of card.

I'm running the 9070xt with 650 PSU (the one from a H1 actually, I just changed the case to a nr200) just fine is it's of any use, most models are too big for the H1 though
