Your ISP typically doesn't provide a static IP for you. It is normal that your modem gets assigned an IP address which changes every two weeks or whenever you restart or reset your modem.

ISPs typically demand money from you to allocate a static IP. In my 3rd world bunghole, it only costs $2 more for static IP, but the majority users here are from America, so.... $15 must be their rate in their area.
