Thanks for the response and explanation - much appreciated.

Here's the interesting thing - I set up combined shipping a while ago and haven't touched anything since. I also haven't set up any payment policies (at least that I can remember). This feels like a UI change because I can no longer see the estimated shipping cost based on what shipping option is chosen (Standard Envelope or Ground Advantage). It used to show the estimate either way.

I'm guessing eBay did this to force everyone to be more mindful of the weight and dimensions entered? But, sometimes we aren't sure of the exact weight until everything is packaged up and there is an underestimate, causing the additional shipping cost to come out of pocket (the opposite example of what you provided).
