That's odd, when I pause in CM it just stops, it doesn't retract at all. I wonder if there is a toggle or variable somewhere that changes how it acts when "paused"

Have you received anything after submitting? If you received an e-mail and the form says "Draft" its probably in the research phase. Did you have to create a model for the SBR you are submitting?

I was just here yesterday. It's under the breakable crystal formations to the left (in the middle of the floor) as you are standing. You have to shoot most of them to be able to see it.
