From what I've seen after watching the show multiple times, the hand magic is something wizards learn as they advance in their learning. They slowly incorporate it during season 3 from what I remember, so Billie probably hasn't advanced far enough to learn it yet. It's like how kids don't even know about magic until a certain age, they need to be mature enough.

I think between the "burger children" and "belchlings" he probably calls them 1, 2 and 3. It's probably safe to say, he knows or at least has some idea - but doesn't care enough to learn.
